MOHAMMED BEDROUNI is an international consultant with an extensive business experience in the Middle East and North Africa (MENA region). He managed the MEET U.S. program at the University of California San Diego (UCSD), a program financed by the U.S. Department of State to provide advanced business training and networking services to entrepreneurs and senior managers from 21 countries in the Middle East and North Africa (MENA) with a strong emphasis on women and young entrepreneurs.\u00a0\u00a0 He lived and worked for an extended period in Kuwait for the Inter-Arab Investment Guarantee Corporation and prior to that in Saudi Arabia for the Saudi Fund for Development. He has over 25 years\u2019 experience in international economic development and international trade and finance in the Middle East\/North Africa region. His experience includes entrepreneurship development, project finance, country risk analysis, trade and investment promotion, and investment guarantees. He holds a Bachelor\u2019s Degree in Economics from the University of Algiers and an MBA from San Diego State University and is proficient in Arabic and French.

\u00a0<\/strong>The Circular Economy (CE) is seen by many as a panacea for many kinds of environmental and societalchallenges, including the dramatic reduction of GHG emissions. But to be effective, it needs to be integrated with other policies, programmes, and actions, especially those directed at attaining the Sustainable Development Goals (SDGs). In addition, entrepreneurs should be supported to apply CE principles in finding innovative solutions at a practical, inclusive community level, with multiple societal benefits.
The CE seeks to gain more value from materials, land, energy, water, and other natural resources by extending their life via reuse and recovery, or via conversion to other purposes. The ultimate aim is to deliver more services while reducing resource extraction, consumption, and waste, such as via new business models involving product service systems.
Application of CE principles can support many of the SDGs, such as: affordable and clean energy (7); decent work and economic growth (8); industry innovation (9); reduced inequalities (10), sustainable cities and communities (11); responsible consumption and production (12); and climate action (13). Examples will show how most value can be obtained by approaching the SDGs in an integrated, interconnected, and circular way, applying systems theory and uncovering synergies. Thus, community services, infrastructures, and jobs may be delivered with less resource consumption, less carbon, less environmental damage, and less cost.\u00a0
On the other hand, increased introduction of CE policies and practices to industrialised countries, including more self-sufficiency and reduced demand for raw material imports, may have severe implications for lower income societies, such as job losses within extractive industries. This transformation requires different forms of relationships with trading partners and regional neighbours, with stronger support, investment and capacity building provided by wealthier societies associated with their obligations under global accords. Such alternative relationships will be demonstrated by a conceptual model.

(En)<\/strong>\u00a0\u00a0<\/strong>Biography<\/strong>Dr David Ness is Adjunct Professor, UniSA STEM, University of South Australia, with a background in architecture, urban and infrastructure planning, and strategic asset management. He\u00a0conducts research on fair, sufficient, and circular resource use, and was awarded the Arup 2017 Global Research Challenge to adapt the circular economy to the built environment.\u00a0David\u00a0has also developed conceptual models on \u2018doing more with less’, delivering more services with less\u00a0resource consumption and less cost, involving\u00a0integrated infrastructure systems\u00a0and new business\u00a0models such as product-service systems. He\u00a0heads \u2018Ecological Development Union International\u2019, a not for profit international association that seeks to integrate environmental improvements with socio-economic development\u00a0in emerging economies\u00a0of Asia\/SE Asia. Within the context of the SDGs, the Paris accord on climate change, and achieving global equity, David examines ways in which wealthier societies may dramatically \u2018shrink\u2019 their absolute resource consumption and\u00a0Greenhouse Gas emissions, while redistributing resources and investment to enable the disadvantaged to improve services, shelter, and infrastructure \u2013 thereby\u00a0striving for\u00a0global and regional rebalancing and equity. He has advised UN ESCAP and UN Habitat on \u2018green growth\u2019 and sustainable, integrated, and inclusive infrastructure, led a training course at the International Urban Training Centre, and evaluated a major UN clean environment program involving 60 cities across the Asia Pacific. David was lead researcher on the project ‘Learning from Regional Climate Analogues’ for National Climate Change Adaptation Research Facility (NCCARF), and\u00a0has been\u00a0a Chief Investigator (CI) on ARC research projects.\u00a0He has authored over 100 publications, including ‘The Impact of Overbuilding on People and the Planet’ (2019), ‘Transforming Rural Communities in China and Beyond\u2019 (2015), and co-edited ‘The Green Economy and its Implementation in China’ (2011).<\/span><\/h5>

Le Fonds d’innovation finlandais Sitra a pris en charge l’\u00e9laboration d’une telle feuille de route, qui a d\u00e9clench\u00e9 un changement \u00e0 l’\u00e9chelle des syst\u00e8mes. Il a montr\u00e9 que les ingr\u00e9dients essentiels pour un avenir durable incluent le contexte, la coop\u00e9ration et l’\u00e9ducation. Dans ce domaine, Sitra a con\u00e7u, mis en \u0153uvre et financ\u00e9 un premier projet de deux ans (2017-2019), impliquant 50 \u00e9coles \u00e0 tous les niveaux dans tout le pays. 25 packages ont \u00e9t\u00e9 \u00e9labor\u00e9s pour les enseignants et les \u00e9tudiants. Finland provides a good example to learn about imbedding Circular Economy in the education system because it is the first country in the world to develop a circularity roadmap. The Finnish Innovation Fund Sitra took in charge the development of such a roadmap, which kickstarted systems-wide change. It showed that essential ingredients towards a sustainable future include context, co-operation and education. In this area, Sitra designed, implemented and funded an initial two year project (2017-2019), involving 50 schools at all levels nationwide. 25 packages were elaborated for both teachers and students. Although there were many challenges, the enabling conditions made it possible to implement successfully CE in schools.
